Negotiating Scholarships

I was recently admitted to a top 50 school with 1/3 scholarship, which is is $700 below the average of the scholarships they award, according to BW. This week I was offered a full-ride from a school ranked last year in the 80s by USNWR. Would it be acceptable to go back to the first school and ask for more money? If so, how do I do this tactfully?

These two schools are in the same city, about a mile apart from eachother. In fact, an Associate Director of Graduate Admission at the first school now works as the Senior Director of Graduate Admission at the later institution.

Any advice would be greatly appreciated.
