Can MBA programs request for an applicant to retake the GMAT exam after applying? I am asking because a program I applied to asked me to retake. Is this common or has it happened to anyone else? Thanks for any help.

Didn't you just answer your own question? Obviously, they can ask you to -- they did!
It's common among applicants they like but just can't justify admitting with a low score. You have to realize that your low score will bring down their average, which in turn brings down their rankings. It's a liability. Just study and retake it!
